Vivian Parker
Assistant Commissioner of Police Vivian Parker currently serves as the 12th Fire Chief of the Royal Police Force of Antigua and Barbuda. With decades of experience in law enforcement, training, and emergency response, he brings a wealth of knowledge and leadership to the Fire Department.
Chief Parker’s career has been marked by dedication and excellence, having served in various specialized units, including the Special Service Unit and Coast Department. His background as an instructor with the Regional Security System (RSS) and later as Commandant of the Police Training School has shaped his strategic and operational approach to emergency services.
As Chief of the Fire Department, Parker is responsible for overseeing fire prevention, emergency response, and disaster management across Antigua and Barbuda. His key responsibilities include:
Operational Command: Directing and coordinating all fire service operations, including fire suppression, rescue missions, and hazardous material incidents.
Fire Prevention & Safety: Implementing fire prevention strategies, public education campaigns, and safety regulations to reduce fire hazards.
Emergency Response Planning: Collaborating with national and regional agencies to enhance disaster preparedness and response capabilities.
Training & Development: Ensuring firefighters receive continuous training in modern fire safety techniques, equipment handling, and emergency medical services.
Resource Management: Overseeing personnel, fire stations, and equipment to maintain readiness and efficiency.
Community Engagement: Working closely with local communities to promote fire safety awareness and improve emergency response coordination.
Under his leadership, the Fire Department remains committed to protecting lives and property, ensuring the highest standards of service in fire prevention and emergency response across Antigua and Barbuda.
The admin department is headed by Superintendent of Police Mr. Rohan Rodney. He is responsible for the administration and management of several sections of the Fire Department such as; Accounts Department, Procurement, Training, Planning and Budgeting, Building Maintenance, Public Relations, Fire Prevention and Fire Investigation.
This officer oversees the operation of the account section, stores and procurement, making sure that when invoices are received from merchants who offer services and provide equipment these vouchers are properly prepared and ready for payment. He also supervises stores where once equipment are procured for the department and stored that the necessary steps are taken to keep the stores record up-to-date.
Training also forms part of the administration portfolio where new recruits in-service training, intermediate, advance and executive training forms part of the officer’s responsibility. He is also tasked with the auditing of these units and for making proposal and recommendations for the improved efficiency of these departments.
The Fire Prevention Unit falls under the administration supervision. The unit performs various functions which range from fire safety, inspections, portable fire extinguisher training, fire evacuation drills for schools and other government and private entities. It is also tasked with the responsibility for supervising major events such as shows, carnival, cricket and as well as promoting public awareness as it relates to fire safety programs in homes, offices and throughout the community.
The vehicle maintenance department is tasked with the responsibility of performing preventative maintenance and carrying out repairs on all vehicles including fire apparatuses that will experience mechanical problems from time to time. This unit is headed by a corporal which is supervised by the administration officer. As an integral arm, the unit has a compliment of five (5) personnel who have been trained to manage various mechanical failures that may occur.
Fire investigation involves the examination of all fire related incidents once firefighters have extinguished the fire. The practice is similar to the examination of crime scenes where the scene must be preserved, evidence collected and analyzed. An investigation will usually include closely surveying the damaged scene to establish origin and eventually establishing cause. In order to effectively examine and evaluate the fire scene it is imperative that the investigator has a detailed knowledge of the chemistry and behavior of fire and its effect.
The officer responsible for Operations must report and update the Fire Chief of all happenings with in his portfolio. He is responsible for the operation and management of several sections of the Fire Department such as;, Major Events, Urban Search and Rescue, Emergency Medical Response, Water Supply/Hydrant Maintenance, Fire Suppression which falls under the various stations which include; Coolidge Fire Station, St. John’s Fire Station, All Saints Fire Station, Johnsons Point Fire Station and Barbuda Fire Station.
He is responsible for overseeing of all structural and aerodrome operations. He is to liaise with the Medical Director to ensure that the Fire Department is in alignment with all medical protocols and requirements of the Fire Department. He is to ensure that all stations are kept up to standards in reference to firefighter’s accommodation, appliances, equipment.

Mr. Atlee Patrick Rodney is the Commissioner of Police of the Royal Police Force of Antigua and Barbuda. He was enlisted in the organization on 15th October, 1982. On 25th November, 2019 he was appointed to the rank of Commissioner of Police. With forty (40) years of service, he brings to this position a wealth of knowledge and experience.
Commissioner Rodney before joining the Police Force worked as a Primary School teacher at the Savanne Paille Primary School. Subsequently after his enlistment into the organization, used his wealth of knowledge to propel himself through the ranks. He worked in several Divisions/Departments including Special Patrol Group, Narcotics, Out Stations, Criminal Investigation, Police Training School where he was the Chief Instructor, Human Resource and the Staff Office. He was seconded to the Regional Security Services (RSS) and worked as the Staff Officer there.
During his policing career, Commissioner Rodney attended several notable courses to include Hostage Negotiations, RSS Instructors Manuel Development for Recruit Syllabus, First Management of Project on International Cooperation, RSS Staff & Command, CARICOM Disaster Relief Unit Annual training and Executive Leadership. He also attended the 26th Annual General Meeting of Association of Caribbean Commissioners of Police, Seminar on Emerging Communication Network for Developing Countries, Police Management, Intelligence Gathering and Analysis from Governments and other Institution in the Caribbean and Central America.
He pursued studies and was awarded his Bachelor of Science Degree in Communications from the University of Valle de Puebla in Mexico on February 18, 2011. In the year 2019, Commissioner Rodney was awarded the Queen’s Police Medal (QPM) for his contributions to National and Regional Security in the Caribbean Region on April 5 2018.
