Mr. Desmond Dinard is an Assistant Commissioner of Police in the Royal Police Force of Antigua and Barbuda. He was enlisted in the Police Force on 15th January, 1982 and is presently the Assistant Commissioner of Police in charge of Operations, with responsibility for all Police Stations throughout the state.
His previous responsibilities include Head of Major Events, St. John’s Police Station, and Special Patrol Group.
During the early part of his policing career, he worked at Out Stations, Criminal Records Office, and Criminal Investigation Department.
Assistant Commissioner Dinard has attended several training courses throughout his policing career, to include RSS Basic, Leaders & Instructors and Range Authorization Course, Train the Trainers Module of the Caribbean Border Enforcement, British Overseas Territories Commanders Course and Explosives Ordinance Device (EOD) at Baton Rouge Police Training Academy in Louisiana, New Orleans among many others.
He also served as an Instructor for the RSS Training Team for the RSS Basic Course 1/93 in Barbados and participated in Exercise Tradewinds 1991, 1992, 1994, 1997, 1998, and 2002.
Assistant Commissioner Dinard was seconded to the RSS for a period of three years and assisted the training team with Pre-Course Administration duties.
